Why This State Is Complex

Puerto Rico is a US territory with its own licensing boards, and its professional counseling track differs significantly from mainland states. Instead of traditional supervised clinical hours (typically 2,000-4,000), PR uses a mentorship model requiring only 500 hours of mentored practice under a Board-certified Mentor (Mentor Certificado). The provisional license is valid for 3 years, and all official processes are conducted primarily in Spanish. PR licenses do not transfer to mainland US states without separate licensure.

Common Pitfalls to Avoid

Assuming a PR counseling license allows practice in mainland US states — separate licensure is required in each state
Not understanding the mentorship model — PR uses Mentoria Profesional, not traditional clinical supervision
Letting the 3-year provisional license expire before completing the 500 mentored hours
Not having your degree validated by the Council on Higher Education of Puerto Rico (CES) if earned outside PR
Missing the fixed exam dates — the Board administers the NCE only twice per year on set dates
