Why This State Is Complex

Pennsylvania's LPC pathway is relatively straightforward with no phases, no buy-back credits (aside from a doctoral reduction), and no complex supervision ratio formulas. The main complexity lies in the new LAPC license (created March 2024), which adds an application and supervision plan step before hours can begin counting. The Board's lack of explicit supervision ratio requirements for the LPC track (unlike the highly detailed LCSW track) creates some ambiguity about minimum supervision contact hours.

Key Requirements at a Glance

Complete a master's degree (48 semester hours minimum) in counseling or closely related field, including 100 hours of practicum and 600 hours of internship
Apply for and obtain the LAPC license before beginning supervised hours — Board will NOT review your application until all materials including supervision plan and supervisor credentials are received
Accumulate 3,000 hours of supervised clinical experience (2,400 for doctoral graduates) with at least 50% in direct clinical service
At least 50% of your supervision must be provided by a licensed professional counselor with 5 years of experience in the last 10 years
Your supervisor must prepare quarterly written evaluations discussing your strengths, weaknesses, and areas for improvement
Pass one of six approved examinations (NCE is the most common) — no exam is required for the LAPC, only for the full LPC
Complete 3 hours of Act 31 child abuse recognition and reporting training for initial LPC licensure
Submit your supervisor's verification of experience with your LPC application via PALS

Common Pitfalls to Avoid

Starting to accumulate hours without first obtaining the LAPC license — Pennsylvania previously had no dependent credential, so some supervisees are unaware the LAPC now exists and is required
Submitting an incomplete LAPC application — the Board explicitly states it will NOT review your application until the supervision plan, supervisor credentials, AND all background checks are received
Not ensuring your supervisor meets the 5-year/10-year recency requirement — a supervisor who has been licensed for 20 years but not actively practiced recently may not qualify
Failing to disclose supervisee status to every patient and obtain written permission for case discussion — this is a regulatory requirement, not optional
Assuming telesupervision is explicitly permitted or prohibited — the Board has no regulations on this topic, creating a gray area that should be discussed with your supervisor and potentially the Board
Not tracking which supervisor provided which hours — the 50% rule requires careful documentation of which supervisor type oversaw each block of hours
