California's LPCC licensing process is one of the most rigorous in the nation due to its strict 1,750-hour direct clinical floor (the highest nationwide), requirement for 52 weeks of individual supervision, complex supervision ratio requirements (1 hour per 5 hours client contact), state-specific Law and Ethics exam administered annually, and the requirement for the NCMHCE (not the standard NCE). The 104-week minimum is tracked separately from the 3,000-hour requirement, creating a dual tracking burden.
